These are real players who play the game as much as you do. And have a real life too. They are NOT usually online on weekends and holidays.

It's going faster if you contact the rep in-game and say that you want to withdraw PEDs, that's what I did. The folks are online, but for some reason don't (want to) login in EP.

Then they log in here and you immediately see the green bullet and you can proceed.

In other words at any time just click on the Initiate Withdraw, then on proceed and you get the list of reps, right now it lists these:

Planet Arkadia: Gods
Planet Calypso: Rimvydas Alklek Petrus
Planet Calypso: Grey GreyHair Sloth

Search in-game in the player registry and start a chat or write a note ("Gods" might be pointless for this...).

Maybe it's important to mention that nothing is actually initiated until you click on a player in the mentioned screen flow on EP.
