You don't meet the qualifications for this task.

Many of our tasks require that you have special qualifications before you can work on them. It seems you don't quite have all of the qualifications this task requires.

why always tell me that? in most of job

means - your accuracy is too low
basically if you receive that when you are on lvl 0 - you need to wait for jobs that could increase your overall score

No, there's plenty of jobs in level 1.  And to get to level (any) there's blahblah requirements, but then it seems that within those levels individual tasks can have extra requirements.  So they don't show up for you as work that is available.  I noticed this looking over my wife's shoulder today, that they're only offering her two different jobs, because she just started.  I guess I must not have really noticed when I started because I've done crowdsourced work before so I just waded in full speed.

I had to go look a second to get it right, perhaps this will help:

Click "Open my contributor page" from the EP site, and then go to that page.  Up in the right corner where it has "Help" and a drop-down box, click "Visit Help Center" and then on yet the next page where it has your name and a drop-down, click "Dashboard".

The Dashboard tells you a lot that may help with future questions, as well as tracking how much closer to your next goal you are.

Importantly for beginners, down the page a bit it will reference the "Entrance Exam".  Go to that and do it as best as you can.  The questions are not paid tasks, but they will help you change your stats to reflect more jobs, more tasks, and possibly more accuracy.

My advice would be to follow a 1-2-3:

1.  Look at the whole page, directions and questions and all, and make sure you understand the whole thing first.  If it looks like your understanding or the instructions or a particular question line up in a shady way, quit.  Wait at least 5 minutes but possibly an hour or more or until the next day.  You'll get a feel for what works.  When they offer you a different page of tasks the next time you check in, you're good to go, as long as you understand that one.

(or, don't quit, but take risk as you feel proper on certain questions that are iffy).

2.  Check your dashboard stats (which can increase during the entrance exam more often than every 24 hours) and the list of jobs offered to see what might have changed.

3.  Do the entrance exam until it is done (which is when you hit level 2, iirc).  As with the tests they give before tasks to see if you can understand their job, think of this as a really long test to see if you understand level 2.  While it's unpaid work, it's also free of a lot of the headache and penalties, and so if you use it to get all the way to level 2, then you still have all those level 1 jobs it opened up for you, undone, ready to push to level 3 with.
